Cardano’s community treasury is weighing a proposal to allocate 22 million ADA, worth roughly $5 million, toward a physical copper reserve designed to demonstrate how blockchain technology can represent real-world assets. Submitted by Toto Finance, the plan would require copper prices to climb approximately 49.4% to recover the original dollar value under the proposal’s assumptions. Voting is scheduled to close November 15, 2026, making the decision a significant test of community priorities and treasury risk tolerance.
How the $5M Copper Proposal Works
The proposal would use about 22 million ADA to purchase exchange-grade physical copper, store it in a COMEX-approved warehouse and issue digital tokens representing verified quantities of the metal. The token, called CuTT, is intended to connect blockchain ownership records with physical commodity reserves.
According to the official proposal, approximately 14.72 million ADA, or 66.93% of the requested budget, is allocated to copper purchases. The remainder covers technology development, project management, storage, insurance, auditing, oversight and execution.
The plan calls for holding the copper for 18 to 24 months before selling it over the following year. Net proceeds and unused funds would be returned to the treasury by month 36. However, the proposal does not guarantee repayment of the original ADA amount or a profit.
Toto founder Monty Metzger argues that copper could appreciate substantially over the holding period. But the projected returns remain uncertain because commodity prices can fall as well as rise.
Copper Must Rise 49.4% to Break Even
The proposal’s illustrative calculation assumes copper is purchased at $6.73 per pound and sold at approximately $10.06. That represents a gain of about 49.4%, assuming the full budget is spent and ADA’s dollar value remains unchanged.

Copper, sometimes called “Dr. Copper,” is closely watched because industrial demand can reflect trends in construction, manufacturing, electricity infrastructure and economic growth. Yet strong long-term demand does not ensure prices will reach a particular target within two years.
The financial risks extend beyond the commodity itself. The project also depends on secure custody, reliable token issuance and enforceable legal arrangements. The proposal says an independent collateral agent and first-priority security arrangements would protect the treasury, but the named agent and final contracts remain important outstanding details.
Key considerations for voters include:
- Price risk: Copper may not reach the required break-even level.
- ADA exposure: Changes in ADA’s dollar price can alter the final recovery value.
- Operating costs: Storage, insurance and oversight reduce funds available for copper.
- Custody and legal risk: The reserve depends on effective verification and enforceable protections.
Conclusion
The copper reserve would give Cardano a potential real-world asset showcase, but it would also commit a substantial share of the network’s remaining treasury withdrawal capacity. As of October 16, approximately 457.4 million ADA had been withdrawn against a 500 million ADA benchmark, leaving about 42.6 million ADA. If approved in full, the copper request would consume 22 million ADA of that remaining capacity. Voters must therefore weigh the potential benefits of tokenized commodities against uncertain returns, execution risks and competing demands for community funds.
