Coinbase (NASDAQ: COIN) stock closed up 9.55% at $160 on August 19, its strongest single-day performance in months. OCC Targets November for GENIUS Rules

Comptroller of the Currency Jonathan Gould told the Wyoming Blockchain Symposium in Jackson Hole on August 19 that the OCC intends to publish final payment-stablecoin rules by November. The statutory deadline for federal regulators to complete GENIUS Act rulemaking passed on July 18, 2026, one year after President Trump signed the law, but the OCC, Federal Reserve, FDIC and National Credit Union Administration still had ten rulemakings pending. Gould said the office is weighing industry feedback on its 376-page proposal, which covers reserves, redemptions, custody and issuer applications, before issuing a final version. A November rule would let the OCC begin processing stablecoin issuer applications in early 2027.

COIN Tests Key Resistance After Rally

Coinbase shares opened at $148 on August 20 after pre-market trading pushed the price near $171, extending Wednesday’s gains. The stock is now testing resistance at its 50-day EMA near $160; a close above that level opens a path toward the 150-day EMA near $172, with $190 in range if buying pressure holds. An RSI reading between 53 and 60 points to strengthening bullish momentum. A pullback could send shares back toward support at the 20-day EMA near $153.

The rally followed Treasury Secretary Scott Bessent’s announcement that the department will at least double its long-term bond buyback operations, raising the cap from $2 billion to $4 billion per operation starting September 9.
